“Operation Strongbox”: Russian Money Laundering Network Dismantled in Spain and Portugal

In a coordinated international effort, Spanish and Portuguese authorities, supported by Europol, dismantled a large Russian money laundering network on January 21, 2025. The operation, codenamed “Strongbox,” led to the arrest of 14 suspects and the seizure of over one million euros in cash and cryptocurrencies. The network provided laundering services to various criminal organizations across the European Union.

Background of the Investigation

The investigation began in 2023 when authorities discovered systematic financial transactions between Russian nationals and individuals of various nationalities in Spain. These transactions pointed to a structured system of money collection and redistribution, prompting the launch of “Operation Strongbox.”

International Cooperation

The operation was carried out in several cities, including Madrid, Málaga, Marbella, Torremolinos, Coín, and Ayamonte in Spain, and Lisbon in Portugal. In total, nine house searches were conducted. Europol played a key role by offering analytical support and sending an on-site specialist to extract and analyze digital evidence.

How the Network Operated

The network operated mainly in Spain and used the Hawala system to move and launder large sums of cash, primarily from drug trafficking. It processed up to €300,000 in daily transactions through a web of shell companies. The network’s clients included criminal groups from Albania, Serbia, Armenia, China, Ukraine, Colombia, and the Dutch-linked Mocro Maffia.

Seizures and Suspects

Authorities seized over one million euros in cash and crypto assets. Electronic devices and banking documents were also confiscated. Of the 14 individuals arrested, three suspected of having close ties to the Russian mafia leadership are now in pretrial detention in Spain.

Political Links and International Reach

The investigation uncovered possible connections between the laundering network and known Spanish politicians. Authorities also identified links to Cuban officials, with plans under discussion to invest in a solar energy project in Cuba. These revelations suggest a broader international scope.

Outlook

Further arrests are not ruled out, as the investigation continues into the network’s full reach and connections. The operation underscores the importance of international collaboration in the fight against cross-border financial crime.
